I had this same question when I started my freelance graphic work. The best thing to do is go shopping around for illustrators online and see what they charge. After you find about 5 or 6 artists, average out the pricing.
Be sure to look for illustrators of all calibers. You want to find the happy medium when just starting out. Then, you should tweaking your rates a bit according to your client. Never have a set rate because what you charge one client may not be suitable for another. Project by project rates are best
Hope that helps!
